Exmark blade engagement

I've been googling this for 2 weeks now. I don't want to start another debate on engaging at 1/2 or full. However, mine won't engage at all unless its wide open. Once she is hot, it doesn't struggle at all, but still doesn't like anything but wide open throttle.

Installed a tach, spinning 3650 wide open / no blades & 3300-3400 with blades engaged.
