Craftsman Garden Tractor Kohler 18.5 hp Twin Magnum Engine

I have a Craftsman 917 251 491 SN 022096C. The engine is MV18S. It does not pull gas. I blew out the lines into tank and towards engine. Not sure if it has a fuel pump but will not start. If I spray starter fluid it runs but will not stay running. Any ideas? I suspect carb or fuel pump but not sure if it has one.
