Kawasaki FH541v engine problem

This engine is over 1000 hrs and burning oil. It is blowing buffs of smoke at high rpm. Plugs new valves adjusted new fuel and filter. Unit starts easy and both cylinders firing. Removed air filter so I could see if choke fully open.
If I stick my finger in the carburetor intake unit runs fine????
