Walker mower grinding starter.

I have a walker 25hp carb that is starting rough. When I turn the key to start the mower it makes a sort of grinding noise starting up, seems to be worse when it's hot. It seems to be coming from the starter area.

The battery is new and the starter is fairly new, any ideas what could be going on?
