915b just clicks and blows fuse

John Deere 915b. Starter just clicks when you turn the key. If you hold the key in the start position for more than about half a second the fuse circled in the picture blows. On the fuse cover it says “W.P.D. Fuse 25”. However, it is only a 20 amp fuse in there. Could that be an issue? Thanks
