2005 scag tiger cub 23hp kaw 714 hours no start (read all no start posts already)

Hi new to forum thank you for reading

here is situation bought at estate
turn key nothing no noises or clicks nothing at all (new battery i bought it)
new ignition switch (ib)
new relay (ib
new fuses
ohmed out
left handle switch fine
right handle switch fine
brake fine
seat fine
filled gas tank

grabbed gas can
dumped in carb jumped solenoid fired up (with key off) dies when fuel exhausted

dumped fuel in carb turned key ON jump solenoid no spark wont fire up
turned key off...
