32 Stander Blades won't come on

07' 32" Stander bogs slightly when I hit the blade switch, and no blade clutch engagement. Bog happens with the blade clutch disconnected or connected. 13 volts of power at the test port on wiring harness when running, voltage drops when i hit the blade switch with clutch connected or disconnected.
Replaced the the relay on the harness, there is no fuses. No change
Replaced the blade switch, no change.
Disconnected the main harness connector, all connections look good.
Bypassed the operator...
