Bobcat ZT223 dies when pto engaged

Hi--Have a ZT223 that I just purchased--1600 hours--61 inch deck--The Kawasaki engine starts and runs--when the pto is engaged at any engine speed the blades slightly turn and the engine dies--blades turn easily by hand with engine off--any ideas--thanks George
