Husqvarna 326 HE4 Hedger floods

I bought this about 4-5 years ago and until about 2 months ago never had a problem with it. Now it will not start for the life of me and with the filter off the carb I can look down into the carb where the choke is and watch it fill up with gas. WHat I don't understand is how it is filling up when the carb is higher than anything else so it's not siphoning. Here is what I have done so far:
