Toro proline 32 problems

i just "inherited" a toro proline 32 walkbehind that has sat in a shed unused for a few years. I changed the oil and it fired right up and runs great.

However, it cuts like crap and when disengage the blade it spins for about 30-45 seconds after the mower is turned off.

Also, if you grab the blade you can spin it freely. Same with the pulley on the deck, no resistance at all.
