Briggs and Stratton only starts with Starter Fluid

I am a landscaper and so my experience with equipment is all self taught trial and error with my equipment. I can grasp the concept of things fairly quick but dont have a lot of experience.

I have a 19hp Intek VTwin Briggs and Stratton electric start on a Bobcat Ransome Mower.

I have replace the air filter and fuel filter. I checked the choke valve and that seem to work properly.

When I go to start it the compression seems fine and turns over no problem. It seems as if it is not...
