Kawasaki V-twin Governor adjustment

Engine: FH451V-AS09

The manual page below describes how to set the governor. The problem is the bullet below that says, "Turn the governor shaft counterclockwise, fully turn the shaft to the end of its travel".

Issue 1.

The manual picture shows the end of the governor shaft with a screwdriver slot. The governor shaft on this engine does not have a slot.

Issue 2.
The manual says rotate the governor arm to open the throttle valve then rotate the governor shaft.
