Scag Tiger Cub Power Issues

I have an 03 tiger cub that is experiencing some power issues. When I engage the PTO it does not seem to ramp back up to full power and when I am mowing average height grass on level or uphill grades is loses significant power.

Last summer I had both coils replaced (one went bad and just had him replace both).
