Toro 20370 won't shut off

I have a Toro mower with a Kohler 149cc engine. It will not shut off when the safety bail is released. I removed the shroud to check kill switch and found a strange set up. Wire from coil goes to brake shoe. I cleaned flywheel surface as this is the only contact with ground. Still will not shut off. Mower sat for a while. Do I need to clean flywheel better? Sanded and wire brushed.
