Bad stator or bad flywheel on Super Z

I have had a used 2008 Hustler Super Z for 1.5 years now with ~300 hours on it (31HP Kaw). Since I have had it I have been unable to keep a battery charged. I measured ~24V coming from stator and ~0.1 to 0.2 Ohms at stator connectors .... also no short to ground from either connector. Took off flywheel and stator and cleaned dirt, but still only get 24V at full throttle (~3600 rpms). This is below Kaw spec (26V @ 3000 rpms).

Is the stator the problem or the flywheel magnets. I read that Kaw...
